Temporary/Emergency Passports

Notice to the general public who wish to obtain consular services

For the convenience of the general public and taking into consideration the social distancing requirements during the COVID-19 pandemic, all consular services of the High Commission are now provided by prior appointment. Therefore, those who wish to visit the Consular Section of the High Commission for consular services are requested to obtain a prior appointment which can be made online by clicking the ‘Appointments for Consular Services’ menu item on the home page of our website or clicking the link https://hclappontments.embassyonline.lk.

Please note that appointments can only be made online and not by telephoning the High Commission. We regret our inability to provide consular services to anyone who visits the Consular Section without a prior appointment.

Temporary/Emergency Passports – Non-Machine Readable Passports (NMRP)

  • Public Opening Hours – Mon – Fri from 9.30am to 1pm.
  • Telephone Inquires – Mon – Fri from 2.30pm to 5.00pm.
  • All original documents must be submitted along with photocopies.
  • Fees – ONLY CASH at the Consular Counters.

An Emergency Travel Document valid for three months may be issued to enable a Sri Lanka national to return to Sri Lanka in case of an emergency in the following circumstances.

a. The original passport is lost/damaged/stolen
b. The original passport is expired
c. Who do not have a Passport or a Travel Document and who wish to return to Sri Lanka
d. Who have withdrawn their appeal for extend a visa to stay in the UK/Ireland or relevant authorities have rejected visa application
Temporary Travel documents are valid for 03 months from the date of issue and issued for the sole purpose of returning to Sri Lanka. The applicants cannot travel to any other country by using a NMRP passport or cannot use it to obtain a visa to further stay in the UK/Ireland.

The applicants are required to call over at the Consular Division of this Mission in person for an interview to obtain a Temporary/Emergency  Travel Document.

1. A letter requesting an Emergency Travel Document
2. Duly filled Application (IE 35)
3. Statutory DeclarationComplaint Form Form D (If passport is lost)
4. Expired passport or if lost copy of lost passport
5. Original Birth Certificate
6 Confirmation of non-acquisition of British citizenship from the UK Border Agency (Form NQ) if the Indefinite Leave to Remain Visa / Permanent Residence Card (10 Years) or Settlement Visa was issued more than one year before
7. Police report (If passport is lost)
8. Relevant Citizenship Certificate under section 5(2) or 17 issued by  the D/I&E (If the applicant is born outside Sri Lanka or a citizen by registration)
9. Travel Itinerary/Air ticket (14 days ahead)
The Prescribed Fee:
1. If applicant produces the previous travel document – £43/-
2. If previous travel document is lost – £134/-
Instructions for Completing Applications
1. Application should be filled preferably in BLOCK letters.
2. All certification/attestation should be done only by a Solicitor registered in the UK or by a General Practitioner (GP)
3. Three photographs (Size – 3.5cm x 4.5cm) Coloured identical photographs (white background) obtained within less than 03 months showing full face with visible both ears and the forehead. Without hat, helmet or glasses.
4. The signatures of the applicant should be confined to the cages provided immediately below the photographs.
  • Submission of forged certificates or any other documents and making false declaration relating to the citizenship status is an offence. Such cases will be reported to relevant authorities.
  • Fees will not be refunded at any circumstances.
  • Incomplete applications will be returned and consular fees will not be refunded
